Cost Manager - Commercial Construction

•Managing the jurisdictional approval process for new building projects, HazMat remediation projects, campus infrastructure redistribution and upgrade projects, and for the adaptive re-use of massive, very unique and historically significant airfield structures.  

•Core activities will include project planning, team coordination, and the development and execution of strategies to obtain timely jurisdictional approvals with an emphasis on planning level approvals and National Environmental Protection Act (NEPA) compliance.

•Extensive interface and coordination with multiple agencies and organizations having review and approval authority for these projects.  This will likely include NASA, the US Military, the FAA, the EPA, the Regional Water Board, local Cities, Santa Clara County, environmental organizations, local citizens groups and other interested parties.

•Coordinate with multiple project teammates, consultants and contractors to execute project approval strategy. 

•Coordinate the site’s wildlife preservation strategy.

•Developing and maintaining positive working relationships with all necessary stakeholders.

•10+ years of steadily increasing responsibility in construction project planning and execution.

•Expertise in the project entitlement and detailed multiple-agency permit approval processes, including planning approvals, public agency reviews, environmental approvals, building code compliance and other related processes.   

•Demonstrated ability to develop and maintain excellent relationships with key decision-makers involved in the project approval process.

•Expertise in navigating the Environmental Impact Analysis process and the NEPA review process.

•Experience in the approval process for construction projects involving environmental contamination.

•Experience in the approval process for historic facility renovations.

•Experience in the approval process in the federal government sector.

•Experience in wildlife habitat preservation strategy.

•Demonstrated skill in effectively supervising design consultants, environmental consultants, and construction contractors, guiding them through project approval processes and maintaining compliance with requirements.

•Civil & Environmental Engineering, Architecture, Urban Planning or related degree(s) and licensing are preferred.

•Applicable certifications such as an Advanced Specialty Certification in Environmental Planning (AICP) are preferred, but not required

•Highly efficient and detail-oriented with excellent documentation and organizational skills.

•A great team player who brings out the best in teammates and keeps diverse stakeholders working together toward project objectives.

Bachelor's degree (BA/BS/BEng/BArch) from College or University in a technical area of study.
Minimum four years of related experience and/or training.
RICS (Royal Institute of Chartered Surveyors) or CIOB (Chartered Institute of Building) accreditation preferred.
Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.
Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis.
Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.
Advanced skills with Microsoft Office Suite. Working knowledge in MS Project is helpful. Knowledge with estimating software such as OST preferred. Ability to read and understand architectural drawings. Knowledge of leases, contracts, and construction practices preferred.
Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines. Errors in judgment may cause short-term impact to department.
