Job Description
Medical Support Assistant - Cedar Rapids Community Based Outpatient Clinic (External Only)

The following is a brief description of the duties assigned for this position. Incumbent will participate in the implementation of daily operations in theCedar RapidsCommunity Based Outpatient Clinic. This includes the activities of scheduling, record tracking, and data collection. Will ensure patient access to care by screening requests and inquiries relative to scheduling, take appropriate action on requests and if required forward to proper area for disposition. Accurately inputs data requiring follow-up appointments, tests, and generates letter to patients informing them of clinic appointments. Maintains and updates information for manuals, clinic procedures, and reference material used in support of specialized programs. Continually monitors the allocation of resources required to provide program support. Will assist in the planning and implementation of measures to correct deficiencies or improve the provision of the program. Takes initiative to resolve problems, and complaints involving procedural administrative issues, adjusts, and distributes workload according to workload or job specialization.

Work Schedule: Monday - Friday; 8:00am - 4:30pm

Basic Requirements:

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Experience and Education:

(1) Experience. Six months experience of clerical, ofice or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or

(2) Education. One year above high school; or

(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for for which both education and experience are acceptable.

Certification. None required.

Physical Requirements. See VA Directive and Handbook 5019.

English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

Creditable Experience:

* Knowledge of Current MSA Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA.

* Quality of Experience. Qualifying experience must be at a level comparable to MSA experience at the next lower grade level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range af variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

* Part-Time Experience. Part-time experience as a MSA is creditable according to its relationship to the full-time workweek. For example, a MSA exmployed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations:

GS-3: None beyond the basic requirements listed within the job posting.

GS-4: Requires one year of experience in clerical or office work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position or two years of education above high school. Specialized experience for this position is classified as experience which equipped the applicant with the specific knowledge, skills, and abilities to plan, organize, and control different tasks, and coordinate varied activities that contribute to the overall efficiency of the medical center and related to the treatment of patients, in order to successfully perform the duties of the position.

GS-5: Requires one year of experience equivalent to the next lower grade level (GS-4). Specialized experience for this position is classified as experience which equipped the applicant with the specific knowledge, skills,and abilities to plan, organize, and control different tasks, and coordinate varied activities that contribute to the overall efficiency of the medical center and related to the treatment of patients, in order to successfully perform the duties of the position.

Substituting Education for Experience at the GS-05 Level: To meet the required specialized experience for the GS-5 level, applicant may substitute 4 years of education above high school. You must submit a transcript to receive credit for this education.
